What is GAHAR?
The General Authority for Healthcare Accreditation and Regulation (GAHAR) is Egypt’s national authority that sets and surveys quality and safety standards for healthcare facilities — including physical therapy and rehabilitation centers — as part of the Universal Health Insurance pathway. What do the physiotherapy standards cover?
GAHAR publishes a dedicated Handbook for Physical Therapy Accreditation Standards. The publicly available 2021 edition organizes requirements into:
- Accreditation prerequisites — licensing, staff registration, and application conditions.
- Patient-centered standards — based on Picker’s patient-centered care model (culture, collaboration, access/flow, assessment and care).
- Organization-centered standards — facility safety, infection prevention and control (including hydrotherapy), governance, workforce, information/medical records, and quality improvement.
- Physical therapy home care — when home services are in scope.

In December 2025, GAHAR announced that the 2025 edition of this handbook received ISQua EEA international accreditation with a 99.2% compliance score, valid December 2025–December 2029 (announced by GAHAR leadership / covered in Egyptian health press). Always confirm the edition you prepare against on the official website before a survey.
How scoring works (why “almost ready” is not enough)
According to the published PT handbook, survey results are scored at standard, chapter, and overall levels. Accreditation decisions depend on chapter averages (for example, full accreditation historically required each chapter to score at least about 70%; lower bands map to conditional outcomes or denial). Treat every chapter — infection control, records, workforce, governance — as a real workstream, not a paperwork checkbox.
What to do next (practical action plan)
- Read the official PT handbook and map your clinic against each chapter (patient records, consent, IPC, policies, training, equipment).
- Register on GAHAR’s e-portal: create an account, choose facility type, complete facility data, and upload documents — start at eportal.gahar.gov.eg. Facility registration / provisional accreditation guidance: GAHAR healthcare facility registration page.
- Prepare the typical application pack (as listed in the PT handbook): physical therapy licenses for the owner/manager and PT staff; notarized staff registration documents; keep GAHAR updated if staff or structure changes.
- Close operational gaps before the survey: written policies; complete patient files and treatment plans; informed consent; infection control (hand hygiene, waste, hydrotherapy safety if used); equipment maintenance logs; staff orientation and competency records; incident and complaint handling.
